bus bars on circuit breaker panels are typically (but not always) staggered so that adjacent breakers are on different poles
this makes it easier to tie together breakers for 240 volt circuits and split receptacles

Generated explanation

The illustration shows an open circuit breaker distribution panel with service conductors feeding a main breaker and staggered bus bars supplying branch circuit breakers. The interleaved bus bar arrangement places adjacent breakers on different poles, as explained by the annotations. A 240 volt circuit is shown with red and black wires connected to adjacent breakers, along with neutral and ground wires routed to terminal bars. The drawing also identifies the neutral bus bar, grounding terminal, and a conductor leading to ground. This is an informational diagram of panel layout rather than a depiction of a defect.
